Under Maven 3.10 central-publishing-maven-plugin 0.11.0 stages resolver files into the Central bundle and Central rejects it. Add a manual bundle dry run that builds and signs the bundle without publishing. CI and releases now use ./mvnw pinned to Maven 3.9.16, and a manual Release run builds and signs the bundle without publishing.
