Description
After three or four semi-automated features merged into this codebase, it's time to refine the process for more repeatability, velocity, and agentic utilization.

Current status: Used these skills to perform development of #1810. Use did accelerate, but there is more work to be done.
Next steps
Solve the problem where the Copilot cloud agent does not reliably select the specified topic branch as the base for its work when it starts working.
