This PR adds the
reportsubcommand to ci-metrics, this commandcan be used to generate various reports based on the normalized
metrics data created by
ci-normalizeandci-metrics migrate.The command currently only adds a flaky test query with stdout
report sink but can be extended in future PRs to allow multiple
outputs such as GH summary or Slack.
