Merges made with GITHUB_TOKEN trigger no downstream workflow runs. This repo has no deploy pipeline so that bug had no consequence here, but updating for consistency with the fixed dev-standards template — AUTOMERGE_APP_ID/AUTOMERGE_APP_PRIVATE_KEY are now set as Dependabot secrets.
