[feature request] implement per game profiles

As for the game profiles for hhd, here's what I think
Decky should get a section slider that selects the section
So controller or hhd (misc settings)
Then all settings other than the hhd section get a button below them that enables per game profiles
And that is saved in hhd as a profile named decky_<section>_<gameid> 
If you turn off per game profiles for a section it deletes all decky_<section>_* profiles
That's about it
Should work exactly like decky and should allow per game controller + tdp stuff when that comes
