✨ Community: What is Hive Commons? and Join Hive Commons pages - #22

Adds a shared Community section (rendered once under the project list in every sidebar) with two pages sourced from docs/content/community/: an overview of Hive Commons and its project family, mirroring hivecommons.dev, and an invitation for like-minded projects to propose joining via the new org-wide issue form (hivecommons/.github#8). page-map now appends NAV_STRUCTURE_GENERAL to each project's nav and indexes general-section files from docs/content/, so the routes resolve at /docs/community/<slug> and are not duplicated per project in generateStaticParams.
