docs: add pre-PR validation checklist to CONTRIBUTING [guide]

Documentation Fix

Adds a "Before you open a PR" section to CONTRIBUTING.md listing the npm scripts (lint:md, type-check, test, check-links, lint) that mirror the CI workflows (markdownlint-cli2.yml, typecheck.yml, vitest.yml, check-internal-links.yml) so contributors can validate locally before pushing.
