[ci-maintainer] Dependabot typescript major bumps (TS 7) break the Test workflow weekly — add semver-major ignore

CI Issue

Dependabot's weekly npm-dev group PR bumps typescript across a major (^5.8.0 → ^7.0.2, the native TS7 compiler). Under pluk's current tsconfig, tsc 7 fails with TS2591: Cannot find name 'node:fs/promises' (and every other node:* import), so the Test workflow fails on both Node 20 and 22 matrix legs. PR #46 was closed, but Dependabot will re-offer each new TS 7.0.x release, producing a recurring failing PR every week it has an update.

• Workflow: Test, run 36165037308 (PR chore(deps-dev): Bump the npm-dev group with 2 updates #46, dependabot/npm_and_yarn/npm-dev-8bad69e59b)
• Failure: npm test → tsc exits 2 with TS2591 on all node:* imports and Buffer/process, TS2339 on EventEmitter members
• Diff: typescript ^5.8.0 → ^7.0.2 in the npm-dev group

Recommendation

Add an ignore rule for typescript semver-major updates to .github/dependabot.yml, and take the TS 7 migration deliberately (types field / module resolution changes) in its own PR.

Hold-gated PR with the exact change is open from branch ci/pluk-dependabot-ts-major-ignore. dependabot.yml is outside .github/workflows/, so this is pushable at this tier; the PR only needs human review + merge.
