Summary

GitHub's lock enforcement refuses a record for a tagged action whose ref repeats the SHA, in the called repository's lock at the pinned commit. The standards pins here (a26cc747, bd0df9ea) fail that check, so governance and secret-scanner startup-fail with no jobs. Standards 75bd5994 records tags in its own lock.

Same fix as choreographic-types #34.

Changes

  • Repin governance.yml and secret-scanner.yml to 75bd5994470661a099df562d6d5ad2fe744dbd66.
  • Record the standards edge in actions.lock (one dependencies: record with the matching uses: list, plus the actions it reaches at their release tags, copied from standards' own lock at that commit). Before, both workflows had empty lock entries.

Testing

check-lock-sync.sh and check-action-pinning.js from affinescript-libraries, run here: lock in sync, transitively closed, all refs pinned. On main the same sync check reports both standards refs missing. The real test is those two jobs creating jobs on this PR; I have not seen that yet.

GitHub's lock enforcement refuses a record for a tagged action whose
ref repeats the SHA, in the called repository's lock at the pinned
commit. The pins at a26cc747 and bd0df9ea fail that check, so
governance and secret-scanner startup-fail with no jobs. 75bd5994
records tags in its own lock.

Move both callers to 75bd5994 and record the standards edge with the
actions it reaches at their release tags (same pattern as
choreographic-types #34).

    • Updated the reusable workflows used for governance checks and secret scanning.

The governance and secret-scanner jobs now reference reusable workflows pinned to commit 75bd5994470661a099df562d6d5ad2fe744dbd66.

The governance and scan jobs now reference reusable workflows at the same commit.

Priority: ➖ Normal

Estimated code review effort: 1 (Trivial) | ~4 minutes

Change: Bug fix

Merge Risk: 🔵 Low · up to eb1dc

The scanner receives access to caller secrets it does not need. No current secret use or exposure was found; removing the inheritance is a small, prudent correction.

Security architecture risk: 🔵 Low · up to eb1dc

The scanner continues to receive inherited secrets even though the pinned implementation reportedly needs none. The update does not broaden declared permissions, and no secret disclosure is demonstrated. However, restoring a previously blocked workflow could make that existing delegation effective.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — The relevant authority is the set of secrets available to this caller invocation and inherited by the external workflow. The evidence does not establish organisation-wide access, cross-repository compromise, or a particular exposed credential; the eligible secret inventory was not supplied.

Security Findings and Attack Paths

  • observed — The retained Security finding concerns unnecessary secret delegation, not demonstrated exfiltration. The delegation predates this PR. Earlier inspection found no inherited-secret consumption in the pinned head implementation, and the evidence does not establish an attacker-controlled path to disclosure.

Trust Boundaries and Controls

  • inferred — The exact commit pin constrains which external workflow is selected, and contents: read limits the caller's declared token permission. Neither control removes the separate inherited-secret delegation. No broader caller-declared authority is introduced by the pin change.

Resilience and Maintainability Implications

  • observed — The caller retains concurrency cancellation and introduces no explicit retry or rollback controls. External callee comparison was incomplete, so equivalent secret handling across failure, interruption, repetition, and recovery cannot be established.

Hardening Proposals

  • proposed — Remove blanket secret inheritance from the scanner caller and align its explanatory comment with the pinned callee's no-secret contract. If a future implementation requires a secret, delegate only that explicit requirement.

Remove secrets: inherit from the scanner call.

The workflow at this pin declares no workflow_call secrets and has no secrets.* references. It states that callers should pass no secrets. secrets: inherit instead forwards every repository and organisation secret. Remove this line to avoid unnecessary credential delegation. ## Summary

`secret-scanner.yml` forwards every repository secret to the reusable
scanner with `secrets: inherit`. The reusable (`standards@75bd5994`)
declares no `workflow_call` secrets and reads none: its gitleaks is a
pinned local binary, and the `GITHUB_TOKEN` its jobs run under is
governed by `permissions:`. The header claiming `inherit` was REQUIRED
described an older gitleaks action that is gone. Raised by CodeRabbit on
#42 (already merged) and verified against the callee.

## Changes

- `.github/workflows/secret-scanner.yml`: remove `secrets: inherit` and
replace the stale "REQUIRED" comment with the reason it is absent.
Nothing else changes; the `uses:` pin and `actions.lock` are untouched.

## Testing

The file parses and `check-lock-sync.sh` passes. The real test is the
`scan` jobs still passing on this PR; choreographic-types already runs
the same scanner with no `secrets:` line.
