Clarify VCL-UT level claims and proof scope - #138
Clarifies VCL-UT's L0–L10 claims, predicate scopes, proof provenance, source-parser expressibility, and the repository's lack of an established choreographic K-CUT deployment dependency. Preserves a staged Agda Grade 3 port plan without claiming those planned proofs exist or have been checked.
Changes
Distinguish the Rust certified_level runtime path from offline Idris proofs over AST predicates; document the separate query and transition gate paths and both v1 response variants.
Preserve the canonical L0–L10 tags and narrow the documented scopes: L2 covers WHERE comparisons, L4 checks for raw string literals in WHERE, and L6 checks only for LIMIT presence.
Clarify that L7–L9 AST predicates/proofs exist while source syntax and operational enforcement remain outstanding; leave the L7–L9 syntax tables unchanged.
Describe L10 as a structural predicate, distinguish Idris's finite-fuel transitive detector from Rust's direct reciprocal-pair check, and retain detector correctness/alignment as open work.
Correct cardinality design examples: uniqueness establishes at-most-one, not existence; non-unique email lookup yields a list absent a bound.
Qualify TypeLL and K-CUT language as unsupported/inferred unless evidenced; preserve the staged L0–L10 Agda Grade 3 plan under the estate proof policy.

As Applicable
Documentation updated for clarified claims and gate contract.
No new dependencies or ABI/FFI changes.
TOPOLOGY.md, changelog, or release notes — not applicable to these documentation corrections.
Verification
git diff --check passes.
gh pr checks 138 --watch passed on head 68eb692; Rust tests/clippy, Idris2 0.8.0 core/ABI builds, structural validation, security and license checks all passed. Review-bot/automerge jobs were skipped.
Asciidoctor is not installed locally; no local AsciiDoc rendering was performed.
Scope
Documentation and planning only. No source predicates, parser implementation, or external repositories were changed. No Grade 3 proof claim is made.
Clarified that source parsing currently reaches L6 and rejects unsupported higher-level clauses; higher-level checks apply to constructed statements and have specific limitations.
Updated explanations of safety levels, proof status, parser boundaries and relationships to other projects and deployment requirements.
Added an audit of verification boundaries and a proposed Agda proof-port plan. The plan is not proof evidence and makes no Grade 3 claim.
Marked the quickstart as historical, noting that its examples and guidance do not reflect current behaviour.
The documentation now describes the Rust parser’s L6 source ceiling and clarifies what the L0–L10 predicates and certificates establish. It records outstanding parser and checker gaps, and adds a proposed Agda port plan without changing the stated Idris2 proof status.
Changes: VCL-UT scope and verification documentation
The documentation states that the trusted Rust parser reaches L6 and rejects unsupported extension clauses and modal expressions. It identifies L7–L10 grammar and elaboration as outstanding, and marks the quickstart as historical.
The documentation describes LinearSafe and EpistemicSafe as checks over AST data. It distinguishes structural predicate evidence from runtime resource use, semantic warrant, deployment claims, and established cross-project mappings. It records the Rust and Idris cycle-check difference and the outstanding proposition well-typedness check.
Roadmap and Agda proof plan ROADMAP.adoc, docs/audits/K-CUT-VCL-UT-RELATIONSHIP-2026-11-01.adoc, verification/proofs/AGDA-GRADE3-PORT-PLAN.adoc, verification/proofs/README.adoc
The roadmap and plan describe proposed Agda proof work and the conditions for assigning Grade 3 status. The documents state that the plan is not proof evidence and does not change the current Idris2 status.
hyperpolymath/vcl-ut#137: Both PRs cover Agda proof planning and distinguish proposed Agda work from current Idris2 status. PR #137 inventories reconciliation obligations; this PR adds a Grade 3 port plan.
Merge Risk: Minimal · up to 28693
The documentation clarifies parser and proof limitations without changing runtime behavior. The existing cardinality examples merit correction, but do not block these clarifications from merging.

Explanation
The description follows the required structure and covers the summary, changes, quality checklist, verification, and scope. It identifies the documentation-only scope and records the available validation results. The checklist uses some combined or renamed entries, and the verification statements should be reconciled with the stated CI results, but these are non-critical because the required information is substantially present.

Separate the offline Idris corpus from the runtime gate
In the implemented runtime path, vclt-gate calls the Rust certified_level decider directly; it neither invokes nor links the Idris proof corpus. Drawing both components on the arrow to the gate verdict implies that the runtime verdict is produced by the Idris checker, which can cause consumers to overstate its proof provenance despite the later proof-transport caveat. Show the Idris corpus as offline verification of the mirrored predicates rather than as a gate pipeline stage.

Qualify the audit's no-reference claim
As committed, the repository does contain a K-CUT design reference—this audit itself—and the same change adds numerous documents that link to and discuss it, so a repository-wide search directly contradicts this evidence statement. The intended conclusion may still hold, but it should say that no pre-existing or independently enforced artifact establishes a K-CUT dependency rather than claiming there is no reference at all.

Clarify that the L7–L9 syntax tables are not currently accepted by the parser.
The L7–L9 sections present EFFECTS, AS OF, and CONSUME/USAGE as "VCL-total Syntax" with no status marker. The parser rejects these clauses. The gap is disclosed only in the warning later in the document. Add a status note at the start of the L7–L9 sections that states these forms are not accepted by the current parser.

Reconcile the remaining TypeLL dependency claims
This newly added conclusion conflicts with current repository documentation: README.adoc lines 208–220 still says the levels originate in TypeLL and flow into VCL-UT, while ROADMAP.adoc lines 147–151 still makes TypeLL stabilization a dependency for L6–L9. Readers following those entry points therefore receive the exact cross-project mapping and dependency that this section says is unsupported; update or qualify those remaining claims as part of this clarification.

Remove the wire step from the runtime gate flow
For the documented vclt-gate runtime path, this intermediate step does not occur: src/interface/parse/src/bin/vclt-gate.rs parses the request text with parse_op and passes the resulting Statement directly to certified_level (lines 88–118), without encoding or decoding the versioned wire format. A gate request is also the input containing the VCL source, not a post-parser stage, so this arrow misstates the implemented boundary that the surrounding section is intended to clarify.
The reason will be displayed to describe this comment to others. Learn more.
Require every lower-level predicate for certificates
Satisfying only the named level's predicate is insufficient to construct a certificate: every SafetyCertificate constructor in src/core/Levels.idr includes all lower-level witnesses as premises. For example, an already-built statement with an effectDecl satisfies L7's presence predicate but cannot receive CertL7 unless it also satisfies L1–L6, so this audit overstates what follows from the isolated predicate; say that all predicates through the requested level must hold.

Describe L7–L9 as AST predicates, not operational checks
The current upper levels are not operational checks: Decide.effectTrackedStmt and temporalBoundedStmt test only whether fields are present, while linearEnforcedStmt recognizes an annotation without proving runtime resource behavior. Calling Levels 0–9 operational checks preserves the stronger implication made later in this walkthrough—for example, that a Read declaration prevents writes—even though the new architecture table correctly scopes L7 and L8 to presence, so readers can still overstate the guarantees this clarification is intended to narrow.

Add the transition branch to the runtime gate flow
For MERGE, SPLIT, and NORMALISE requests, src/interface/parse/src/bin/vclt-gate.rs lines 111–114 routes VclOp::Transit to run_transition, which calls certified_transition_level rather than producing a Statement for certified_level. The diagram therefore misdescribes an implemented class of gate requests and hides their separate L4 ceiling and response shape; split the flow after parse_op into query and transition branches.
The reason will be displayed to describe this comment to others. Learn more.
Scope the L6 section to the implemented LIMIT predicate
This statement covers Levels 6–9 and says their narrower predicate scopes are documented below, but only L7–L9 were corrected: the L6 summary still says it determines how many results will be returned, and its section still claims ExactlyOne/AtMostOne inference from schema constraints. In src/core/Decide.idr, cardinalityBoundedStmt only tests whether limit is present, so it proves none of those return-cardinality guarantees. Add the same implementation-scope qualification for L6 and describe it as LIMIT presence.
The reason will be displayed to describe this comment to others. Learn more.
Replace the obsolete level table with the canonical tags
The newly added text identifies L0–L10 as the canonical tags, but the next current-facing section still presents only ten levels and maps L1 to parsing, L4 to type compatibility, and L6 to injection resistance (lines 250–264), whereas the canonical code maps those properties to L0, L2, and L4 and reserves L6 for CardinalitySafe. Because these numbers are wire tags, readers following the README can assign the wrong meaning to a reported level; update or remove the obsolete table rather than leaving it under the canonical model.
The reason will be displayed to describe this comment to others. Learn more.
Restrict the L2 scope to WHERE comparisons
The authoritative “Current predicate scope” table implies that TypeCompat checks compared expressions generally, but Decide.whereComparisonsCompatible and Checker.checkLevel2 inspect only whereClause; comparisons in HAVING and other clauses are not checked. A wire-decoded or programmatically constructed statement with an incompatible HAVING comparison can therefore pass L2, so qualify this row as covering WHERE comparisons only.
The reason will be displayed to describe this comment to others. Learn more.
Keep transitive-cycle correctness marked as outstanding
checkLevel10Sound proves only that the checker agrees with the Boolean epistemicConsistentStmt predicate; the Idris corpus contains no theorem relating hasTransitiveCycle or its finite-fuel closure to a formal graph-reachability definition of acyclicity. The newly added Agda plan even schedules “transitive cycle closure correctness” as future work, so calling the transitive-cycle proof implemented closes a stronger obligation than the corpus discharges. Distinguish the implemented decider from a proof of its cycle-detection correctness.
The reason will be displayed to describe this comment to others. Learn more.
Mark the implemented L7–L9 predicates complete
These unchecked milestones now describe work that already exists: Decide.effectTrackedStmt, temporalBoundedStmt, and linearEnforcedStmt implement the predicates, and Checker.checkLevel7Sound through checkLevel9Sound provide the stated AST proofs. Leaving the predicate/proof entries unchecked makes release planning report completed proof-corpus work as outstanding; mark those portions complete and track the genuinely missing surface syntax and operational enforcement separately.
The reason will be displayed to describe this comment to others. Learn more.
Restrict the L4 scope to WHERE literals
This new current-scope table omits that Grammar.whereHasStringLit and the Rust where_has_string_lit mirror inspect only whereClause. For example, a source statement with a raw string comparison in HAVING and no raw string in WHERE can still certify at L4, so the authoritative row continues to imply broader injection coverage than the implemented predicate provides; qualify it as checking embedded string literals in WHERE only.
|L7 `EffectTracked` |`effectDecl` is present; `checkLevel7Sound`. |Formalise the exact AST field and presence predicate. |Presence is not effect correctness or proof execution stays within the declaration; no source syntax currently populates it.
|L8 `TemporalSafe` |`versionConst` is present; `checkLevel8Sound`. |Formalise the exact AST field and presence predicate. |Presence is not freshness, clock correctness, or snapshot fidelity; no source syntax currently populates it.
|L9 `LinearSafe` |`LinUseOnce` or `LinBounded`; `LinUnlimited` and absence fail; `checkLevel9Sound`. |Formalise the annotation datatype, enforcement predicate, and acceptance theorem. |Does not prove runtime resource use or affine behavior of an external handle; no source syntax currently populates it.
|L10 `EpistemicSafe` |A populated clause has a declared agent set, all referenced agents declared, and an acyclic `ENTAILS` graph; `checkLevel10Sound`. |Formalise that structural predicate, including transitive cycle detection, and the exact acceptance theorem. |Does not prove factivity, proposition typing, Kripke-model soundness, real-world truth, or a K-CUT/deployment dependency. Rust currently checks direct reciprocal cycles only.

Describe L10 as the implemented detector predicate
The fresh evidence is this newly added port-plan row, which describes the current Idris result as an acyclic graph even though checkLevel10Sound proves only agreement with epistemicConsistentStmt; no theorem establishes that hasTransitiveCycle computes graph acyclicity, and Stage 3 of this same plan schedules that correctness proof as future work. Calling the graph acyclic here therefore grants the current corpus the stronger result that the surrounding documentation carefully marks as outstanding; describe it instead as “no cycle reported by the finite-fuel detector.”

Add transition verdicts to the frozen gate contract
For consumers of MERGE, SPLIT, or NORMALISE, this newly documented transition-shaped response is absent from the contract that the same change calls frozen and normative. I checked docs/vclt-gate-contract.adoc: it defines only the statement response with a levels breakdown for 1..k, while run_transition emits extra kind, verb, and subjects fields and only a single L4 entry. A consumer implementing contract v1 therefore cannot determine the promised transition response shape from the contract; document this response variant there or stop presenting that contract as covering the transition path.

Correct the result types in the cardinality examples.
A unique key limits a lookup to at most one row, but a missing ?id returns zero rows. ExactlyOne<User> is therefore wrong for that case. The email lookup can return two rows, which violates AtMostOne<User>. Type the unique-key lookup as AtMostOne<User>. Type the email lookup as List<User>, unless the design adds an explicit row limit, and document that limit.

Describe the Rust L10 detector in the gate contract
This authoritative table describes the producer's Rust check_level predicate, but src/interface/parse/src/decider.rs::has_circular_entails detects only reciprocal edge pairs, not the Idris finite-fuel transitive detector. Once the planned parser work makes L10 reachable, a three-agent cycle such as A→B→C→A will pass the documented gate implementation even though this row says the detector reports any ENTAILS cycle; document the direct-pair limitation here (or align the implementation) so consumers do not rely on nonexistent transitive-cycle rejection.
The reason will be displayed to describe this comment to others. Learn more.
Account for cumulative schema checks in upper-level verdicts
Although the individual L4 and L6–L10 predicates do not read the schema, their query verdicts are not unaffected by omitting it: certified_level evaluates every lower level from L1 through the requested level. For example, an L6 query that selects a field will be rejected at L1 against the empty schema, so this frozen contract can lead consumers to omit required schema metadata based on an incorrect assurance; qualify this as predicate-level independence rather than verdict-level independence.
