Issues with HyperSphereNeighborhood

(1) The class is missing documentation.
(2) The factory method has a single method ```create``` that takes a ```long[]``` for the position. It would be nice if a second ```create``` method took a ```Localizable``` (from which a long[] can be extracted) or at least a ```Point```.
