Create example project for flair recommender

Create an example project like we have it for the other external recommender. You would create a project in INCEpTION for that, gather some data and write a guide which describes the 3 things you can do with your recommender:

1. NER
2. POS
3. Sentiment

For that, you would need to describe all the steps

1. Python recommender installation
2. Project creation
3. Recommender configuration
4. Data upload
