docs: publish-campaign register + D-Nikud vendor-row correction - #74

Verified against arXiv 2402.00075 (paper tables = internal 5% splits + Nakdimon test pipeline; repo README has no numbers). Ledgered their Nakdimon test-set table (5 systems, DEC/CHA/WOR/VOC) as vendor- published rows with the cross-metric non-comparability disclosed, and recorded the angle-bracket matres-lectionis protocol note for our Dicta harness. Corrects TODO 07's same-sets premise.
