feat: clarify Cloudflare reference transfers for v0.9.0

What changed

• rename the Cloudflare bandwidth section to proxy-path reference transfers
• clarify in terminal, Markdown, JSON, and bilingual docs that capped samples are not peak bandwidth or AI API throughput
• introduce readiness score rule_v3, with AI service paths supplying all positive points and reference samples limited to small deductions
• preserve the JSON bandwidth object while adding explicit scope and method metadata
• regenerate English and Chinese demos and bump the release version to 0.9.0

Why

A single capped Cloudflare transfer is useful as a lightweight proxy-path sample, but it should not be presented as a full broadband test or as OpenAI/Anthropic API throughput. The previous labels and score weight made that boundary too easy to misread.
