Newly written packages use manifest.v4 and a versioned Ed25519 envelope over a package-manifest-specific domain while retaining store content-hash v3.
Existing manifest v1-v3 signatures keep their exact raw verification contract. Frozen compatibility vectors and strict no-fallback tests cover both protocols.
