The roadmap still scheduled anti-rollback state even though Mere has no canonical clock, repository lineage, or recovery authority that could make timestamps or counters reliable across mirrors and restored systems.
This removes that mechanism from the pre-1.0 plan and records the narrower contract: repository signatures authenticate provenance and integrity, not universal recency. The roadmap now states the remaining replay exposure and requires a concrete repository, replica, and recovery model before reconsidering freshness enforcement.
