The roadmap required callers to repeat a profile generation even though Mere has no split observe-and-apply operation that would give the value meaning, and no observed lost-update problem that requires conditional activation.
This removes expected-generation activation from the pre-1.0 contract. Conditional activation remains a possible response to a concrete split-phase consumer or observed concurrency failure, rather than a compatibility commitment made in advance.
