Adds the paid-run planning docs to main without bringing in the vendor-baseline packet.\n\nIncludes:\n- READINESS.md with the current Hawkins-first, three-block pilot direction\n- DECISIONS.md with publish-time and preregistration decisions\n- README updates pointing to the readiness docs and noting that PR #1 remains the pending runnable/vendor baseline\n\nRelated to #1 and the paid-run planning issues; this PR is documentation/planning context and is not intended to close implementation issues.
