Add PDFAnnotations
This PR adds PDFAnnotations to the tools directory.
PDFAnnotations is a local-first web tool for extracting highlights, notes, comments, and other annotations from PDF files. It is designed for researchers who want to turn PDF annotations into reusable notes or structured data.
Key features
I believe it fits the research and productivity categories of this directory, particularly for PDF-based research and note-taking workflows.
