build: upgrade to Gradle 9.8.0 and fix deprecations - #551

- Gradle wrapper 9.4.0 -> 9.8.0
- Bump SeforimLibrary (AGP 9.1.1, required by Gradle >= 9.6)
- hebrewcalendar: replace deprecated compose.* accessors with libs.compose.*
- Windows packaging: perUserInstall -> msi { perMachine = false }
- URL(String) -> URI(String).toURL() in buildSrc and network
- EnergyManager keepScreenAwake/releaseScreenAwake -> keepAwake/releaseAwake
- UI tests: switch to androidx.compose.ui.test.v2.runComposeUiTest
