ci: correct stale setup-uv version comment - #279

The SHA pin was bumped to v10.0.0 in #278 but the version comment still read v8.1.0 (stale since the v9.0.0 bump).

The setup-uv SHA pin was bumped to v10.0.0 in #278, but the version comment above it still read v8.1.0 (it was already stale before that bump). Comment-only change, no behavior difference.
