Version bump to 0.5.0 + CHANGELOG release section (ship date 2026-09-02) + release-tag link.
Why
Cutting the 0.5.0 "Circuit Breaker" release: statistical envelopes (Pillar 1), decoupled failure modes (Pillar 2), /agentdiff approve bot (Pillar 3), agentdiff init (Pillar 4), kerrshift org migration, and the init-workflow/provenance fixes.
