Migrate off build_runner to standalone build_version and build_cli - #113

- Drop `build_cli`, `build_runner`, `build_verify`, and `build_version` from `dev_dependencies` (shrinks `pubspec.lock` from 76 to 58 packages). - Regenerate `lib/src/version.dart` and `lib/src/options.g.dart` via `dart run build_version@2.2.0` and `dart run build_cli@2.3.0`. - Update `test/ensure_build_test.dart` to verify generated outputs with `--check` instead of `package:build_verify`.
