Implement a graphQL handler for querying credential records

We currently have a REST based endpoint for fetching all of the credential records. We want to be able to query, filter and paginate our credential records to build more powerful dashboards. Creating a graphQL handler will allow us to add a wider range of frontend functionality more quickly.

The graphQL endpoint should support querying, filtering, and pagination.
