To avoid conflict with manual > labwc-config(5) > Menu
https://labwc.github.io/labwc-config.5.html#menu (clicking the "Menu" link) highlights the header instead of scrolling to the menu section.
i didn't find anywhere else it's referenced but couldn't test locally if this fixes it because it doesn't generate the ".LOC" menu here for some reason.
