CLI commands for the api v0.3.0 personal-memory surface via a CLI-owned typed transport (getmnemo dep stays ^0.5.1 until 0.6.0 ships; documented swap). Fixes the stale mcp snippet (npx -y getmnemo-mcp) and VERSION const. lint/tests/build green.
