Add support for Pac-Man Collection: 40th Anniversary Edition

Pac-Man Collection: 40th Anniversary Edition does not work. Every time when I start it up, its a black screen. Can you please update this so we can play this homebrew game on the core?

Since it's been merged I think it should be part of an update to libretro and eventually pulled into retroarch..
