Make --datadir to support relative paths

## Description

Running:

```
lightchain run --datadir=~/.ls_sirius
```

doesn't work. An absolute path must be used:

```
/Users/enchanterio/.ls_sirius
```

## Steps to resolve
- Lightchain should support relative paths as well for all options but especially for the main `--datadir` option
