I think there's no need to keep on testing v1.5.1; we can limit ourselves to test the latest (v1.6.1 in this case).

Also, should keep an eye open on https://github.com/kube-rs/gateway-api-rs for when they release their v1.6 compatible version. |

Bump the testing version of k8s to 1.37.
Bump the version of 'linkerd/dev/actions' to v51. This where the version of
the cluster is selected (setup-tools) in some test scenarios.
Disable installing the gateway api via k3s/k3d. Also set the k8s version when
running cni-calico-deep tests.
Bump the gateway api version tested against to 1.6.1 (default with the latest
version of kubernetes). Also bump to 1.6.1 in the error displayed when missing.
Bump the version of calico installed to the latest.
Change the gateway api install flag for multi-cluster to include
--server-side
