rule-group-operation enumeration

A rule-group can have an operator attribute with one of the following values;

Value	Description
Or	At least one child within the rule group has to succeed for the rule group to succeed
And	All the children in the rule group must succeed for the rule group to succeed
Xor	Only child in the rule group can succeed for the rule group to succeed
None	None of the rules can succeed for the rule group to succeed
