docs: refresh release workflow guidance

Summary

• document the publishing boundary, extra check commands, and the local GitHub workflow in AGENTS.md
• add release checklist items for the unbundled Tauri build, the separate version-bump PR, tag/main parity, and a single latest.json asset
• note that the landing site reads release data at build time
