Follow-up to #63 and the approved Bases installer: assess existing ordinary .base files, then preserve identity/path/exact UTF8 source under mandatory complete-content CAS. Source binding, bounded YAML mapping/whole-source admission, no lifecycle/tombstone rewrites, atomic setup with typed unchanged-file admission diagnostics. Defines logical setup semantics; no private CBOR/public operation or capability allocation.
v0.3 fixture structural checker and whitespace checks PASS. Coordinator holds this with #63 and contracts #17 until the views installer lands.
