Close superseded Downloads update pull requests - #52

Each release opens its own Downloads update, and older ones accumulated unmerged (beta.95 onwards). After opening a release's update, close open updates for older releases with a pointer to the new one. Updates for newer releases are never touched, so an out-of-order dispatch is safe.

Six Downloads update PRs (beta.95–beta.112) were open at once; only the newest can meaningfully merge. After opening a release's update, the receiver now closes open
automation/connect-release-*PRs for older releases (bysort -V), commenting with the new PR and deleting their branches. Newer releases' PRs are never touched.Dry-run against the current open PRs selects exactly #48, #46, #45, #44 and #30 for v0.1.0-beta.112 (#51 kept); a beta.100 dispatch would keep beta.112's PR. The existing five were closed by hand as a one-time cleanup.
