Add bilbop (Solana x402 pay-per-call tools)

Adds bilbop: small pay-per-call x402 endpoints for agents on a permanent origin, https://api.bilbop.org.

• POST /v1/sol-mint-info, /v1/sol-token-brief, /v1/summarize: 0.01 USDC
• POST /v1/tts (self-hosted Piper, returns WAV): 0.025 USDC
• POST /brand-feedback (human answers via WURK): 0.50 USDC

An unpaid POST returns a standard x402 v2 402 (exact scheme, USDC on Solana mainnet, PayAI facilitator). No keys, no signup.
