Restore the compatible kube-openapi revision across the output plugin and four E2E modules. Remove unused structured-merge-diff/v7 requirements while retaining Go 1.27.1 and the other dependency upgrades. Co-authored-by: Copilot App <223556219+Copilot@users.noreply.github.com>

The hosted image's tool cache no longer ships Go 1.23.8 (it now carries 1.24.13, 1.25.14 and 1.26.8), so GoTool@0 fell back to downloading from go.dev/dl, which this pool cannot reach, and build_linux failed with "Failed to download version 1.23.8". Pin the task to 1.26.8 so it resolves from the cache. This toolchain only bootstraps the CodeQL-instrumented make step; go.mod still selects Go 1.27.1 via GOTOOLCHAIN.
