WSLC: unrecognized option '--rm' when building image

I tried to build an image using WSLC from the command vscode-containers.images.build but the process failed because --rm is an unrecognized option for WLSC

Looks like we need to suppress that flag for wslc. Should also include a regression test so that we catch this in the future--probably pass in the rm option in the integration test.

This is now released in v2.5.1 of the Container Tools extension.
