Creates
experimental-ext-file-uploadsas the incubation repo for the File Uploads Working Group's upload-to-tools extension work, following theexperimental-ext-*convention from SEP-2133 and the same shape as #209 (experimental-ext-filesystems).core-maintainersandfile-uploads-wgget admin, moderatorsget maintain; everything else comes fromREPOSITORY_DEFAULTS.The WG agreed on October 2 to ship the file transfer work as an extension and validate it in use before proposing anything for the core specification (modelcontextprotocol/modelcontextprotocol#3412). This repo is where that draft and its reference implementation will live until it graduates to an Extensions Track SEP.
