Fixes #N, or Go-styleUpdates #N/For #N) that is assigned to the author or labeledhelp wanted. It reopens automatically once the author is assigned or the link is fixed.Issues: the markdown templates become issue forms with a checklist (not a duplicate, a real problem on the latest release, the code was examined by a human, the report is concise). Blank issues are disabled. Issues missing a required box, including ones filed through the CLI or API, are closed as not planned and reopen when the boxes are ticked.
