boringssl 0.20260803.0 → 0.20260813.0 rules_java 9.8.0 → 9.9.0 Collapses the two open Renovate PRs, both of which edit MODULE.bazel. Lockfiles updated to match; resolution pulls in nothing else.

Aggregates the two open Renovate PRs (#177, #182) into one commit, same as #217. Both edit
MODULE.bazel, and neither refreshes the lockfiles thelockfiles (resolution freshness)job checks.boringssl 0.20260803.0 → 0.20260813.0, rules_java 9.8.0 → 9.9.0. These are the two that survived #217 — Renovate had rebased them onto newer releases rather than closing them. Both lockfiles are regenerated and resolution pulls in nothing beyond the two modules themselves, so this one is less interesting than the last batch.
Tested with
bazel test //... --config=ci, the out-of-tree consumer module under--config=werror, and the exceptions-disabled build.
