Future API Changes

Changes to recipe type and recipe REST APIs:

1. Get rid of is_active for recipe types
2. New v6 recipes API, will have new fields for job counts and is_completed
3. Rework reprocess recipe API to use messaging backend
4. New v6 recipe detail APIs (update for Seed)
5. APIs returning JSON must be returning correct schema version with version info stripped out
