fix: upgrade Go to 1.26.10 and always pull base image for eMudhra CA distrust - #139

…distrust Go 1.26.10 blocks the compromised eMudhra intermediate CAs. The distroless base image already ships the patched Debian ca-certificates (20250419+deb13u1); pass --pull to image builds so a stale cached base is never used. Assisted-by: Claude Opus 5.5
alpine:3.24.3 ships the patched ca-certificates. Assisted-by: Claude Opus 5.5
