The release workflow uploads the committed builds/ohdear as-is, so the Laravel 13 upgrade in #63 does not reach users until the phar is rebuilt. Also corrects the version string. The binary was last built with --build-version=5.1.3, so v5.1.8, v5.2.0 and v5.2.1 all shipped a binary that reported 5.1.3.
