Test and build jobs gain an ubuntu-24.04-arm matrix leg (free for public repos). Existing x86_64 release asset names are unchanged so downstream packaging (e.g. doubletake-bin on the AUR) keeps working; the arm64 leg publishes doubletake-arm64, doubletake-ctl-arm64 and doubletake-test-receiver-arm64 alongside them. Manpages stay a single architecture-independent artifact.
