OCPBUGS-123615: fix phc2sys -w flag for T-GM and T-BC profiles

Manual cherrypick:
Remove -w from T-GM profile (PtpConfigGnrdTGM) and add -w to all T-BC profiles (PtpConfigGnrdBcNoHoldover, PtpConfigDualTrTBC, PtpConfigThreeCardTBCWpc, PtpConfigTBCWpc, PtpConfigDualCardTBCWpc).
