Update Tempest excludelist

This PR removes passing Tempest tests from excludelist. The effort is for the excludelist to stay up-to-date and only include broken or skipped tests.

I am currently trying to see which tests will pass by running them all. Once I have the results (plus some rechecks to find any flaky tests), I will create the exclude-list accordingly.
