In 80c0dbc (Install Homebrew test formula as tap) we attempted to work around failures with installing a formula from a file. Recent changes to brew have caused installing from a tap to also fail as these now need to be explicitly trusted. Lightly modify upstream commit 5c4fbc5 to revert our tap approach and get file installs working by setting `HOMEBREW_TESTS` and `HOMEBREW_DEVELOPER` to disable the warnings we were running into originally. Set a non-`.tmp` prefix on the test dir so that brew correctly identifies it as a formula.
