feat: add the alignfirst CLI and rework the alproject package

• Added the alignfirst CLI (unscoped npm package) with guide, ticket, sync, plans, docmap, conventions, context, config, and doctor commands, replacing the alignfirst skill and the @paleo/plans-share package.
• Added .alignfirst.json, an optional structured project config carrying the CLI version range, ticket ID pattern, plans folder and auto-archive setting, port range, and git conventions (default branch, branch name template, commit style, agent co-authoring).
• Replaced the eight bundled protocol skills with thin stubs that delegate to alignfirst guide.
• Reworked @paleo/alproject: marker-based project discovery, port allocation, and an inventory-health doctor command for an AlignFirst Developer host, replacing the previous registry-based tool.
• Removed @paleo/plans-share.
• @paleo/alcode now runs the alignfirst CLI (a new prerequisite) for side-ticket reservation and delegated protocol prompts.
• @paleo/workspace validates a project's port claim against .alignfirst.json; @paleo/docmap can be embedded with an injected command prefix.
• Migrated the setup guide, developer playbook, developer template, and OpenClaw regression-test harness to the new commands and config, including a v3 upgrade path.
• Adopted the new CLI and config in this repository, replacing the hand-written AlignFirst section of AGENTS.md with a single bootstrap line.
