Summary

Dependabot PRs #236 (toml 1.1.8) and #237 (tokio 1.54.1) merged without supply-chain updates. Since then, main has failed Dependency inventory gate (stale Cargo.lock digest, retired tokio 1.53.3 exception) and Supply-chain audits (cargo vet: 5 unvetted). The owner approved these exceptions on 2026-10-25.

  • tokio 1.53.3 → 1.54.1 and toml 1.1.6 → 1.1.8: the existing exceptions move to the new identities.
  • New exceptions for the transitive toml crates: serde_spanned 1.1.2, toml_datetime 1.1.2, toml_parser 1.1.5.
  • cargo-vet exemptions for all five.
  • Refreshed supply-chain/dependency-graph.json.
  • Decision 5 recorded in docs/plans/2026-10-24-dependency-renewal-and-update-decisions.md. The owned set is now 47 entries, review by 2026-11-07.

Test plan

  • python3 scripts/dependency_graph.py check: exit 0
  • python3 scripts/dependency_inventory.py gate --as-of 2026-10-25: exit 0, outcome clean
  • cargo vet --locked: Vetting Succeeded
  • cargo test --locked: 4,444 passed, 0 failed
  • Hosted CI

    • Updated the recorded Tokio and TOML exception versions to match the current dependency versions.

Dependabot PRs #236 and #237 merged without supply-chain updates, so
main failed the inventory gate and cargo vet.

- Move the tokio and toml exceptions to 1.54.1 and 1.1.8
- Add owner-approved exceptions for the transitive serde_spanned 1.1.2,
  toml_datetime 1.1.2 and toml_parser 1.1.5
- Add cargo-vet exemptions for all five identities
- Refresh the dependency graph for the new Cargo.lock
- Record decision 5 in the 2026-10-24 decision packet

Remove the retired tokio and toml exemptions.

Cargo.lock contains only tokio 1.54.1 and toml 1.1.8. The older config entries are therefore retired, and validate-store classifies them as legacy-unowned because their sidecar records were replaced.

🔵 Needs a closer look

These entries encode owner sign-off decisions in a security-sensitive supply-chain audit trail that warrants human verification, and the decision packet contains a decision-date inconsistency to resolve first.

What changed in this PR

This PR closes a supply-chain bookkeeping gap: Dependabot PRs #236 (toml 1.1.6 → 1.1.8) and #237 (tokio 1.53.3 → 1.54.1) merged without matching supply-chain records, leaving main failing the dependency inventory gate (stale Cargo.lock digest, retired tokio exception) and cargo vet (5 unvetted crates). The change records the owner-approved exceptions and cargo-vet exemptions for the merged identities and the transitive toml crates pulled in by toml 1.1.8.

Changes:

  • Moved the tokio and toml owned exceptions to their new identities (1.54.1 / 1.1.8) and added new exceptions for transitive serde_spanned 1.1.2, toml_datetime 1.1.2, and toml_parser 1.1.5 (owned set now 47).
  • Added matching cargo-vet exemptions in supply-chain/config.toml for all five identities.
  • Recorded "Decision 5" in the decision packet and updated the count/narrative in supply-chain/README.md.
File Description
supply-chain/dependency-exceptions.json Moves tokio/toml exceptions to new versions and adds three transitive exceptions; checksums verified against Cargo.lock.
supply-chain/config.toml Adds cargo-vet safe-to-deploy exemptions for the five new identities, correctly ordered.
supply-chain/README.md Updates owned-entry count from 44 to 47 and notes the October 25 follow-up approval.
docs/plans/2026-10-24-dependency-renewal-and-update-decisions.md Adds "Decision 5" recording the approval; intro line incorrectly attributes the fifth decision to October 24.
