Make the API Library available as Maven Repository compliant artefact

The API Library should be available as Maven compliant artifact published on Maven Central (or as part of the API repository itself, i.e. publish directory) in order to allow easy integration for early consumer of the API.

There is not such thing as Maven compliant artifact.

This issue is just about publishing binaries to Maven Central.

As it is still not published after 2 years, I bet hardly anybody is using this project.
