Document the possibility (or lack thereof) of using PowerSync with Web Background Sync API

The Background Synchronization API and the Periodic Background Synchronization API would be a great fit for offline-first PWAs using PowerSync.

Looking at how it might be implemented, the powersync code needs to run in a service worker context. It's not clear if this is something that is currently supported by PowerSync.

If the feature is possible at all, the overall design and limitations may be quite similar to those in the current React Native document

Hey @forabi, thanks for the question! We have in the past addressed this query on our Discord, please see https://discord.com/channels/1138230179878154300/1235519005301669900. A potential blocker for adoption on our side is that a majority of the features you shared are still an experimental/draft stage and they are also currently Chrome/Chromium only.

I'll follow up internally about making the lack of this support for web (at least for now) more clear in our documentation
